I need to set a value to 1 or a 0 and be able to check to see if it is a 1
or a 0. I think I am setting the cookies but not sure how to check or tell
if im checking something that wasnt really set but for some reason I cant
check it successfully. There are no error messages but it does not work
correctly. I just need a simple binary set and check cookie.

The cookie exists and it is non-zero
