We`ve gone to Japanese, German, Spanish, French, Portuguese, Italian and
Dutch using a DocBook-based tool chain.
Plan to use this technique
http://www.sagehill.net/docbookxsl/IndexIntl.html (so pick your xsl
processor accordingly, probably Saxon) to get sorted indexes in print.
If Japanese is important to you, I`d assume that Antenna House`s xsl
formatter would have an advantage (a Japanese company):
http://www.antennahouse.com/, but I don`t have detailed information
about the current versions of commercial renderers and how they handle
Japanese.
This is a little old by now, but might still be helpful (Eliot Kimber`s
comparison of fo renderers):

What formats are you planning to generate? Btw., you might also direct
