Why htmlspecialchars() in not working in Windows

Why htmlspecialchars() in not working in Windows
Hello,

I have got lot of doubts, please help me

1) Why is this built-in function htmlspecialchars() not working properly ???
=> htmlspecialchars(" This is ampersand & ");
o/p) This is ampersand &
But it should be coming " This is ampersand & "

2) Why "
" doesn`t work in echo () for Windows OS ??
Has it got anything to do with OS

3) Smarty template is aviable in ".tar", Do we something for Windows ???
If there, please send me the links
