schema translation tool?

schema translation tool?
Let me describe what I think would be a "dream tool" and see if by
chance it exists in the marketplace.
A common scenario involves translating one xml body of content from
one format to another. This could be upgrading to a new version of
TEI or accommodating similar, yet different enough to break,
schemas. I`m imagining a tool that would allow you to load two
schemas or DTDs and then "wire up" elements that match on a 1-1 basis
(I haven`t thought out other cases yet) and it would produce an XSL
to migrate the content.
Does anything like this exist? Many thanks in advance.
